DIRECTOR OF PLANNING & PERFORMANCE MANAGEMENT

The mandate of Directorate of Planning and Performance Management (PPM) is to facilitate strategic planning, institutional performance, monitoring and evaluation of performance against targets, reports on progress, and provide technical guidance to University management to ensure alignment of planned initiatives with national goals and priorities for efficient resource utilization. This mandate is anchored on Article 10 (4) and (5) of the Public Service Commission (Performance Management) Regulations also referred to as Legal Notice no. 114 of 2021 which provides for the establishment a Performance Contracting Committee and co-ordination of the performance in public entities. Based on the legal provision the Directorate through the Performance Contracting Committee coordinates institutional planning and performance as a
basis of continuous improvement that meets the needs and expectations of stakeholders as evaluated and moderated annually by the Public Service Performance Management Unit (PSPMU).
In order to ensure continuous improvement, the Directorate of Planning and Performance Management under the leadership of the University Council and Management facilitates formulation of the University’s strategic direction through effective planning, monitoring and evaluation of the strategic plan. The Strategic Plan is the basis for coordinating the drafting and review of Annual Performance Contracts, the University Almanac and Annual Work Plans. The plans so developed mainstream and promote accountability, efficiency and sustainable growth for deciding appropriate course of actions for the achievement of predetermined long term, medium term and immediate goals and objectives of the University’s Vision and Mission. The Directorate therefore mainstreams planning and performance management systems in the entire University’s operations, functions and processes geared towards ensuring efficient service delivery. Planning involves a systematic critical thinking process about ways and means of charting the University’s course of development by undertaking stakeholder needs analysis, identification of challenges, interests, and expectations by prioritizing project potential and alternatives available. In that regard the Directorate facilitates proper utilization of both human and non-human resources by cascading the Strategic Plan and Citizen Service Charters to University Units through the Performance Contracting System based on the postulate that What gets measured gets done.
The philosophy of the Directorate is anchored on four key pillars forms the basis of institutional planning, accountability, and enhanced organizational efficiency across the University Units. The four pillars are as follows; Strategic Planning and Coordination, Performance Contracting and Evaluation, Monitoring and Evaluation (M&E) and Reporting and Institutional Performance improvement of the University Strategic Plan, Master Plan, and the Operational Plans. The four pillars support each other as shown here below;
STRATEGIC PLANNING AND COORDINATION
Lead the development, implementation, and review of the university’s strategic plan and ensure alignment with national and institutional priorities
PERFORMANCE CONTRACTING AND EVALUATION
Coordinate the preparation, negotiation, implementation, and evaluation of performance contracts across all university departments.
MONITORING AND EVALUATION (M&E)
Establish effective M&E frameworks to track institutional progress, assess impact, and inform evidence-based decision-making.
REPORTING AND INSTITUTIONAL PERFORMANCE IMPROVEMENT
Prepare performance reports and recommend interventions to enhance institutional efficiency, accountability, and service delivery.
Based on its mandate the specific functions of the Directorate are to:
- Develop and regularly review performance management framework as aligned to the national performance management guidelines and appraisal system, including performance indicators, targets, standards, and weights.
- Coordinate the development of long-term University Plans such as the Master Plan.
- Coordinate development, implementation and review of the Strategic Plan and Policies.
- Coordinate the drafting of the University performance targets and weights for performance indicators and prepare a performance contract for the University on behalf of the University Council.
- Coordinate the implementation of performance contracts and annual work plans.
- Coordinate mainstreaming of the Performance Contracting system including preparation of performance annual and quarter reports for the University College.
- Monitor the implementation of various government agencies’ activities and coordinate preparation of reports to the specialized Agencies.
- Compile and coordinate the announcement of performance evaluation results.
- Prepare Bi-annual Rolling Plans for the University’s Strategic Plan and the Master Plan.
- Coordinate the development and Review of University Customers Service Charter and monitor its implementation.
- Coordinate activities that promote National Cohesion and National Values mainstreaming within the University.
- Coordinate the monitoring and evaluation of university programs and projects.
- Undertake and coordinate disability-mainstreaming activities within the University.
- Coordinate environmental management activities within and outside the University.
- Undertake such other responsibility that may be assigned by the management.
